Provisional Program of the Labourers’ Party of Russia (PTR)

Our goal is to organise those into a mass party, who continue living in Russia by their own labour rather than by criminal income, who don’t take bribes and kickbacks, who don’t receive profit from capital and do not conclude agreements outside of the country’s borders.

The principle of the Party’s organisation is its ‘bottom-up’ formation. This means that the centre of the Party is not the group of leaders, but rather ordinary members that move upwards in the hierarchy in a democratic fashion, fully accountable to and controlled by the Party.

The strategic task of the Party, owing to the scientific ideology and the Party’s working class composition, is to take a leading position in the government and social life, to neutralize the distorted phenomenon of the existing socioeconomic system and to provide for a constructive transformation of the Motherland.

It is not our task to become a part of the opposition to the current authority at any price. Our goal is to raise the level of understanding of socioeconomic problems among the working people, to help them organise themselves, in order to become the real power in the state. Our opposition is the result of our belief that it is necessary for Russia to have a plannable and controllable course of development, whereas the current authorities are giving preference to natural forces and gorbachevism; meaning the allocation of wealth is produced by the entire population, but distributed only to a chosen handful of individuals by means of simulated market relations.

 

As part of the main task, the following measures will be implemented:

  1. State Administration. Our task is the integration of the Party into the structure, which stands above ‘the authority’, forming this authority and controlling it.

1.1. The Party advances its representatives to government positions. In return the representatives are to be held accountable to the party.

1.2. The Party may lawfully recall previously advanced representatives if the majority of the party’s membership will consider such a recall necessary.

1.3. In order to create a reserve of cadres for public office substitutions, the Party will organise events that raise the qualification of its members and will organise specialised schools.

1.4. The oversight of the State’s actions is a function of the society. The Party is the ‘instrument’ of the society, which may be used as an organ of independent monitoring of the government administration, as well as for:

  • the state officials’ execution of leadership functions;

  • the quality of state officials’ administration of the economy and specific public sectors;

  • the state officials’ activities in the political sphere.

  1. Economy and social policies. Our task is the creation of a united, centrally-managed economy controlled by the society, as well as the replacement of the spontaneous struggle of economic interests for a controllable scientific progress and an economic growth.

2.1. In the legislative domain. Amending the laws that regulate the use of natural resources (ground, forest codex, water codex, etc.). The amendments should aim to increase government control of the use of resources (including the restoration of primary structures under state control: forest rangers, fishing inspectors, etc.).

2.2. In the financial domain. The creation of a unique digital bank. The transition of commercial banks to COMMERCIAL activities with the goal of accelerating monetary circulation and barring the commercial banks from exploiting budgetary means. The introduction of a tough State control over external economic operations and monetary circulation. A complete transition from paper money to electronic money.

2.3. In the domain of State property management. Freezing the payment of dividends to shareholders of joint stock companies in possession of a controlling block of shares in the face of the State. The accumulated means are directed at the solution of tasks 5.4-5.8 (?) The restoration of sector monopolies, where they were destroyed by post-perestroika reforms is a priority. The transition of active and reconstituted State monopolies to independent production chains of all that is necessary, minimising purchases and the receipt of services from private companies. What is earned by the government must remain with the State and serve the goals of the State, rather than being handed over to a private owner, and through his bribes and kickbacks end up in the hands of a State official.

2.4. Design of government programs, creating the conditions for a technological breakthrough in the following directions:

2.4.1. Transportation and transportation infrastructure: the creation of fundamentally new and the radical modernization of existing means of transportation; the development of new technologies and new materials in order to modernize the transportation infrastructure.

2.4.2. Energy: the creation of fundamentally new technologies of energy accumulation and of long-distance transportation.

2.4.3. Ecology of settlements: overcoming the disastrous tendencies of modern urbanization, rejection of congested metropolitan areas in favour of  low-density ecosettlements, in which every family will be provided with a plot of land (with user’s contract)  in order to enjoy self-sufficiency farming, a valuable relaxation and recovery; the transition from an unconditional compliance to ecological norms in the farming industry.

2.4.4. Spatial program: exploration of the objects of shallow sky, the Moon and Mars, in order to ensure the energy needs of the national economy and to create a base for the exploration of the deep sky.

2.5. Reorganisation of science, coming from the need to develop a program of technological breakthrough (see par. 2.4): the organisation of discussions aimed at building teams, which would have retained the capacity to solve the task of ensuring technological breakthrough; the development of specific programs in the directions 2.4.1-2.4.4 and 2.8 (see below).

2.6. Reform of education aimed at its reorientation from the provision of educational services to the construction of a society capable of taking on challenges of technological breakthroughs: the organisation of scientific debates and the preparation of reform programs. The preparation of a replacement to the education system in the form of a system of continuous comprehensive development of every individual.

2.7. Healthcare reform: from the provision of medical services to health maintenance. The reestablishment of a State pharmaceutical industry.  ptr 2

2.8. Reform of the agro-industrial sector: the rebirth of major State and cooperative economic sectors, the rebirth of storage and agricultural production-processing enterprises, of supply and marketing organisations (at the beginning, work will be conducted with private enterprises). Goal of the reform: sustainable procurement of the population with all necessary products at affordable prices.

2.9. Labour relations. The unconditional government support of a certain level of social guarantees (salary, work conditions, socio-hygienic conditions of living, including the education opportunity for children and the right to the assertion of the mentioned guarantees) for all labourers, INDEPENDENT OF CITIZENSHIP. A rigid social and state control over the activities of entrepreneurs related to the provision of the said guarantees. Preparation to the replacement of the distributive system of remuneration for guaranteed living standards, allowing to no longer think of survival (and the quality of life).

2.10. Control of production. Priority accorded to planning, organisation and coordination of production, rather than to the administrative oversight of the movement of finances. The functions of monitoring will be executed by the society and the parts of it with the most vested interest. The reduction of the administrative apparatus in favour of the workers that are directly engaged in production.

2.11. Marketing activities. Replacement of advertisement of spontaneous consumption, commercial secrets and copyright with complete informational transparency. Creation of a new form of marketing (public awareness), which takes transparency and public control into consideration for scientific planning of needs.

2.12. Pensions, public sector, military and government employee wages. Will depend on the effectiveness of the accomplishment of the development program.

2.13. At the end of the recovery period (3 years), the implementation of further development will be based on 5-year plans, aimed at the solution of tasks 2.4-2.8 (according to relevant programs) and at the raising of every worker’s welfare level.
